About


Infoculture (ANO "Informational culture") is a Russian not-for-profit organization focused on topics like opendata, open government, privacy, digital preservation and plain language.
Established in the 2012 year, we collaborated with the Russian Open Government initiative as an independent NGO. 
We have a strong focus on non-profit technology projects, policy, research and civil society issues related to data use and cultural aspects of digital communication and collaboration like preservation of digital-born information and clarity of public, corporate and civil society language.

  • Clearspending - http://clearspending.ru portal of transparency of Spending of the Russian government and municipal bodies. Database of about 40 millions of contracts
  • OpenNGO - http://openngo.ru portal of transparency of all Russian NGO organizations. Database of about 730 thousands NGOs
  • Russian Open Data Day in Moscow https://opendataday.ru - regular Open data day in Moscow, up to 500 participants per year
  • Russian national digital archive https://ruarxive.org long-term archival project for highly valued websites at risk of disappearance 
  • COVID-19 FAQ in Russian https://covid19faq.ru knowledgebase about COVID-19
  • Plain Russian - http://plainrussian.ru online service, API and open source code to check the readability of texts in Russian
  • multiple research and policy papers about open data and open government

Our team include 15 persons including Ivan Begtin (founder of Infoculture, founder and initiator of most Infoculture projects), Olga Parkhimovich (project leader of Clearspending project, prominent government spending transparency specialist and OpenData Research), group of skilled software developers, data analytics, archivists and managers of non-profit projects.
