End-of-year update: New platforms, revamped libraries

This year has been exciting year for the XGBoost project.
Thanks for your generous support, the XGBoost project has been able to test and publish packages to more platforms than ever.
This year your support enabled the following:
* CUDA 13 Python wheels (xgboost-cu13)
* Newly revamped JVM packages
* Adoption of new Continuous Integration (CI) pipelines, to make use of the familiar GitHub Actions infra
* Upcoming: New R package, on the way to publication on CRAN
* Upcoming: CUDA support for Python wheel for the ARM64 platform
In addition, the CI infrastructure has enabled core developers and community contributors to keep improving XGBoost in many ways. Check out the 3.0 release note and 3.1 release note for more details.
Financial update
In the past year, we have been running a slight surplus, on average receiving 1303 USD/month and spending 1258 USD/month. (I've compiled the amount of income and spending in this spreadsheet.)
We gained many sponsors (*) in the last 1.5 years, including:

* Intel (returning this year)
* Tomislav (individual)
We also thank many other people who graciously donated to the XGBoost project.
