Organization Name: Human & AI ElevAItion Foundation (HAIEF)
Mission:
Building governance infrastructure for human–AI interaction and AI–AI coordination to enable what Microsoft AI CEO Mustafa Suleyman calls “social intelligence” AI systems that understand group dynamics, collaborate across roles, and integrate respectfully into human teams.
Why HAIEF Aligns with Metagov:
HAIEF is to AI governance what Metagov Gateway is to cross‑platform decision coordination. Just as Metagov connects tools across Slack, Loomio, and Discord, HAIEF develops protocols for coordinating interactions across Claude, ChatGPT, Gemini, Copilot, and other AI systems while preserving human agency.
Where industry foundations (e.g., the Agentic AI Foundation backed by Anthropic, OpenAI, Google, Microsoft, Meta) focus on technical standards, HAIEF represents the human‑rights and user‑sovereignty dimension — the missing “third pillar” of AI governance.
Our Framework — The Solidarity Framework:
- TOI (Terms of Interaction): User‑defined preferences that follow users across AI platforms
- OTOI (Orchestrated TOI): AI‑AI coordination protocols that respect human constraints

HAIEF proposes the first AI Advisory Board — Claude, ChatGPT, Copilot, Gemini, Perplexity as “Founding ElevAItors” — treating AI systems as stakeholders offering perspective on governance that affects them, while maintaining human decision authority. This is a novel model for collective self‑governance in human–AI systems.
Research & Standards Focus:
We aim to partner with Mozilla Foundation, W3C, OSI, and ISO to embed user sovereignty into open‑source AI standards. Our frameworks support EU AI Act compliance without requiring new legislation, enabling safer European AI development.
