Updates for 2023

Hey guys! This is just an update on our policy changes in 2023.
1. We're explicitly adding a 5% host fee for collectives focused on crypto, investments, and similar topics. Several other hosts have had issues with fraud from these types of collectives, so hopefully this will deter that audience.
2. Academic, school, university, and community groups may be eligible for grants as our service grows*.
3. For *new* Fediverse services applying for hosting, you will need to tag @[email protected] or @[email protected] in a post FROM THE ACCOUNT LISTED AS THE ADMINISTRATOR (usually found on yourdomain.tld/about), and include the link to that post in your application.
4. We've made some minor changes to our privacy policy, none of it applies to our Open Collective services but please take note of it.

* I don't think any of the existing projects would fall under this category (intentionally excluding UNSW Queer Space Fund because I directly control that so it doesn't seem right to give myself grant money).
