Fiscal Host: Leitmotiv
An Alliance of independent stakeholders catalyzing the transformation toward a values-centered digital infrastructure market: sustainable, transparent and with local value creation.

About
We need digital infrastructure, but we need to build it better.
The rapid expansion of digitalization and the digital economy is reshaping the way we live, work, and connect with one another - bringing new opportunities while presenting critical challenges. Digital transformation fuels innovation and progress which increases demand for digital infrastructure. This increase in demand is also driving market concentration, creating an uneven playing field where a few global players own majority of infrastructure. Because of this concentration, it is increasingly difficult to hold IT and cloud infrastructure providers accountable, manage the environmental impact they create, and maximize local value creation.
To grow our digital economy and accelerate digitalization, we need digital infrastructure that is sustainable, transparent and benefits society.
The majority of the digital infrastructure is owned by handful of companies
The current trajectory of digital infrastructure development is facing several critical challenges:
- Market concentration: A few global companies control most of the IT and cloud infrastructure market, leveraging scale and vertical integration to create barriers that make it extremely difficult for regional players to compete.
- Lack of values: The current focus on growth often overlooks fundamental values and societal needs.
- Environmental concerns: Without intervention, we face severe environmental challenges from digital infrastructure: rising energy consumption from data centers that already use 1-2% of global electricity, increasing e-waste with only 17% being properly recycled globally, growing water consumption for cooling systems, and significant carbon emissions from construction, operations and manufacturing of equipment. Additionally, there is a lack of standardized sustainability metrics and strategies to effectively measure and reduce these environmental impacts.
- Missed opportunities for local growth and resilience: Local communities are missing significant economic and development opportunities when global providers dominate. While these providers use local resources and infrastructure, the economic value - including tax revenue, job creation, and innovation potential - flows away from the regions.
What happens if we don't act:
If we do not take action now, the digital infrastructure market will continue to concentrate power in the hands of a few global providers. This consolidation threatens innovation, environmental sustainability, and local economic development.
The lack of transparency will make it increasingly difficult to enforce sustainable practices, while the widening gap between global and local providers will limit our ability to create positive local impact. The time to act is now to prevent these consequences and build a more balanced digital infrastructure market.
Our aim: A digital infrastructure market that operationalizes European values.
The Sustainable Digital Infrastructure Alliance program addresses these challenges by promoting a value-driven digital infrastructure market that operationalizes sustainability, transparency, and local impact - ensuring IT and cloud infrastructure serves businesses, society, and our planet. We envision a well-regulated, open digital infrastructure market rooted in European values.
At Leitmotiv, we envision a market that is open, transparent, sustainable, and focused on local impact
Our vision for the digital infrastructure market is built upon three core values that should be operationalized:
- Transparency: A marketplace where providers openly share their practices and both environmental and local economic impact, enabling informed decisions and healthy competition between global and local players.
- Sustainability: Infrastructure providers actively reducing their environmental impact through concrete measures in energy management, renewable sources, and waste reduction.
- Local impact: Digital infrastructure that benefits local communities through job creation, education, skills development, and economic growth, supported by clear policies and incentives.
Creating the next generation of digital infrastructure providers
A next generation IT provider is a company that goes beyond traditional service delivery by operationalizing three core values - sustainability, transparency, and local impact.
Imagine an IT provider deeply integrated into their local communities. A company that doesn’t just operate in the area, but actively contributes to it. They partner with local schools to offer internships and digital literacy programs and their waste heats is used to warm nearby facilities.
This provider hosts community events and maintains transparent dialogue with the community about their operations. They prioritize local suppliers, create high-skilled employment opportunities, and invest in digital skills development in the region. They are not just a business, but a vital part of community. From supporting local schools or sport teams, to collaborating on smart city initiatives, they clearly demonstrate how digital infrastructure can become beneficial part of the local market/society.
Now imagine these providers setting new standards for sustainability and transparency: IT infrastructure providers that don't just operate efficiently, but lead by example. They publish detailed environmental impact reports, sharing real-time data on energy consumption, resource usage, and equipment lifecycle. Their operations run on renewable energy, they implement innovative solutions to reduce their footprint, and maintain zero-waste policies. Whether it's data centers implementing heat reuse, cloud providers optimizing resource allocation, or managed service providers extending hardware lifespans through refurbishment - they're transparent about their operations and actively work to minimize their environmental impact.
