OCC Research builds governance intelligence infrastructure. Our primary project is the Governance Memory System (GMS), an AI system that gives organizations a queryable institutional memory — tracking why decisions were made, what happened after, and which patterns keep recurring across leadership cycles. 

Governance organizations forget. Every time leadership turns over, the knowledge of what was tried, what failed, and why walks out the door with the people who were there. Decision-makers start from scratch, repeat expensive mistakes, and operate without the accumulated intelligence of their predecessors. GMS is the infrastructure layer that makes this visible and cumulative. 

The system is currently deployed in two contexts: a sovereign parliament in a developing democracy and blockchain governance on NEAR Protocol. The same five-layer framework transferred between both domains without architectural modification, validating that institutional memory loss is a structural problem, not a domain-specific one. 

GMS is entirely self-funded. Your support goes directly toward API costs, infrastructure, and sustaining full-time development. Everything we build is documented openly.
