Based on the maintainers comments we need to do a small refactor before attempting another check for the merge, items need to be done added to: https://github.com/go-gitea/gitea/pull/21820. They are:
- Remove the config option to enable size limit as not needed and rework related code
- Modify size checking logic to not consider LFS size relying on this PR https://github.com/go-gitea/gitea/pull/22900 changes
- Rework the field to edit size limit in the repo setting UI area to use human readable text values
