Release 2019.8.1

I made a new release which is an interim release for this month. It took me a long time to convert the build system from rollup to webpack. This caused a ton of wasted time as the many different projects in JS/NodeJS ecosystem have different assumptions and prejudices regarding what should JS be. In the end I got it back compiling as it should and made a release.
The most important features for this release are the abuse prevention tools I've added:
- Posts can contain a _Content Warning_, so you can warn your readers about potential triggering topics.
- You can set your own filters to hide messages or blur images depending on a very flexible configuration system.
I'll add a longer note as I finish the new version for this month, just wanted to let you all know that progress is steady and we're breaking new grounds on SSB with some world-first tools.
