Provide bursaries to people promoting Prav at various events

We want to take Prav to the masses and a good way for this would be going to events. We can start with Free Software events since they are more likely to understand the value of Freedom and privacy. Once we have a bigger team of volunteers, we can try going to any kind of events where we get a table to talk to people.
