Version 0.17.0 released

This version changes the way that file information is stored in the database. This allows for the biggest feature in this release, support for identical files. Identical files will now be grouped into the same scene/image/gallery instead of being skipped.
This release also adds support for tag descriptions, and a heap of smaller features, improvements and bug fixes.
Please be aware that the migration for this release is a large one, and can take a long time on larger systems. Users who run a reverse proxy are advised to connect directly while migrating to avoid timeout issues. Monitor the log file to see progress updates during the migration.
