panel cutoff should get priority

Hello, I have a panel cut (1223mm x 518mm) that can easily fit two parts (599mm x 466mm) in it. But OCL completely ignores the panel cutoff and uses the complete 4x8 sheet. Is this by design? Is there a way to give priority to panel cutoff....

Move parts in cutting diagram

Is there a way to manually move parts when the cutting diagram has nested parts. There are times i would like to change things around a bit and it would be so convenient if I could manually drag parts around.
