It is a back to the future project Bootstrapping  an Open HyperDocument System
on the Permanent Web. For a glimpse into how Indy Learning Commons can operate

Which makes a PDF accessible on the Web with Hypothesis Annotation Viewer
accessible from one's own IndyWeb Net Dashboard (or just by a link) providing a way of sharing learning as it happens in a way that provides protals to entire scaffolding with which they are being erected and to the context where they are employed.
